Project portfolios: Why starting more work at once can delay completion
A portfolio looks busy when new initiatives start everywhere. Actual delivery depends on how much work finishes and how long each item stays in the system. Open work often competes for the same scarce specialists, test environments or decisions. Starting additional items does not create that capacity. It can increase unfinished work without producing a matching increase in throughput.

Connect inventory, throughput and elapsed time
For a sufficiently stable system, a fundamental queueing relationship connects average work in progress, throughput and average flow time. All three measures must use the same system boundary and period. A portfolio should therefore not combine a count of whole projects with a completion rate measured in individual tickets. The relationship is useful for checking plausibility. It cannot guarantee the completion date of a particular initiative or justify indiscriminately cancelling necessary work.
One shared bottleneck can be enough
Consider four teams developing different system changes that all require the same limited integration environment before release. Starting additional changes increases the queue for that environment. Local utilisation can remain high while overall completion becomes slower. Analysis must therefore look beyond active processing time. It should record waiting time, blocked items and the reasons why work that has already started cannot move to its next stage.
Use start policies, not just priority lists
A ranked list states which work matters most. It does not state when new work may begin. Additional start policies consider available capacity at the relevant bottleneck and the amount of work already open. Urgent exceptions need a deliberately limited route. If every item becomes an exception, the limit stops being useful. Business differences remain important: a small maintenance package and a multi-year transformation are not directly comparable units without further classification.
Evaluate the effect through completed outcomes
A useful experiment limits new starts in a selected area and observes several complete delivery cycles. Measure finished outcomes, the distribution of flow times, the age of open items and changes in queues. A short-term fluctuation does not establish a lasting improvement. Quality problems or work merely shifted outside the measured boundary must remain visible. The aim is a traceable flow in which priority, starting decisions and implementation capacity fit together, reducing concurrent administration without reducing relevant delivered outcomes.

Collegare lavoro in corso, produttività e tempi
